The GLWC and The Anker Research Institute are excited to share the new 2022 Living Wage Reference Value for typical urban areas of Sri Lanka, This Reference Value estimates the wage a worker in a typical urban area of Sri Lanka would need to receive each month to afford a basic but decent living.

Anker Reference Values for living wages and living incomes are based on a methodology developed by Richard and Martha Anker and Ian Prates, using a regression analysis of the 40 quality-assured Anker methodology living wage and income benchmark studies that have been carried out so far.

The GLWC’s newest living wage benchmark study is for the Sri Lanka Estate Sector, with context provided by the tea sector. A 2019 update of this study (undertaken in 2015) was released concurrently.

About the speakers

Manoj Thibbotuwawa is a Research Fellow at the Institute of Policy Studies with research interests in agricultural economics, agricultural trade, food security and environmental and natural resource economics. Manoj has more than 10 years of research experience at IPS. He holds a BSc (Agriculture) with Honours from the University of Peradeniya, an MSc (Agricultural Economics) from the Post Graduate Institute of Agriculture at the University of Peradeniya, and a PhD from the University of Western Australia. He has also obtained a Post-graduate Diploma in “Modeling and Accounting for Sustainable Development” from the International Institute of Social Studies (ISS) in The Hague. Manoj is a recipient of the prestigious NUFFIC Fellowship from the Government of Netherlands and Endeavour Award from the Government of Australia.

Wilbert Flinterman is the Senior Advisor on Workers’ Rights and Trade Union Relations for Fairtrade International. Among other duties, he leads Fairtrade’s work on the issue of Living Wage in supply chains and is Co-Chair of the ISEAL Global Living Wage Coalition. Previous employment included positions in Labour Relations and Human Resources Management in The Netherlands and Canada. Wilbert studied law at the Erasmus University Rotterdam and the University of Alberta. He has a Master’s degree in Work, Employment and Globalisation from the International Institute of Social Studies in The Hague. Wilbert works out of Fairtrade International’s secretariat in Bonn, Germany.

Aaron Petri is the Programme Coordinator for Living Incomes and Living Wages for Fairtrade International. In his work on Living Wages he supports the work on Living Wages in supply chains. Aaron previously worked at the Deutsche Gesellschaft für Internationale Zusammenarbeit in Eschborn, Germany. He studied Economics and Philosophy in Göttingen, Germany and has a Master’s degree in Development Economics from the Georg-August-University in Göttingen. Aaron works out of Fairtrade International’s secretariat in Bonn, Germany.

Ishan Rajasuriyah will represent the Ethical Tea Partnership.

On August 24, 2017, at the IPS Auditorium, the GLWC  and Fairtrade International, in partnership with the IPS, conducted a major validation event for its Sri Lanka Estate sector living wage study. The session gathered a range of stakeholder representatives from the Regional Plantation Companies (RPCs), estate sector Trade Unions, policymakers, academia, industry associations, and voluntary sustainability standard systems.

The goal of this session was to ensure uptake of the living wage estimate and to get any feedback on key elements that might need to be reviewed before release. It was hosted by the Institute of Policy Studies of Sri Lanka which also led the research.

The validation event allowed presentation of the benchmark study and results by the IPS team, including Research Fellow, Manoj Thibbotuwawa, Research Fellow, Nisha Arunatilake and Research Economist, Priyanka Jayawardena. Michelle Bhattacharyya, Coordinator for the GLWC, also represented the larger context of the study and outlined the Anker Methodology to the audience. This was followed by time to discuss concerns and questions about the living wage work in Sri Lanka and to facilitate a strong dialogue with a range of stakeholders about the issue of living wage.

This session provided some incredibly valuable insights mostly relevant for the prevailing wage comparison to living wage and will result in the GLWC looking again at how current wages were assessed to ensure accurate context for the living wage report.
